Termen en afkortingen uit de EU-Douane-classificatie.Terms and acronyms from EU customs classification.

HS (Harmonized System): Wereldwijde 6-cijferige productclassificatie beheerd door de WCO (World Customs Organization). Wordt door 200+ landen gebruikt als basis.
CN (Combined Nomenclature): EU-specifieke 8-cijferige uitbreiding van de HS-code, jaarlijks bijgewerkt door de Europese Commissie. Verplicht voor invoer- en uitvoeraangiften in de EU.
TARIC: 10-cijferige EU-code die de CN uitbreidt met specifieke maatregelen (antidumping, quota, preferenties, sancties).
Hoofdstuk (chapter): De 2-cijferige indeling in de nomenclatuur (01-99). Bijv. hoofdstuk 61 = "Kleding en kledingtoebehoren, van brei- of haakwerk".
Post (heading): 4-cijferige indeling binnen een hoofdstuk (bijv. 6110 = "Truien, pull-overs, vesten...").
Subheading: 6-cijferige indeling (bijv. 611011 = "Van wol of van fijn haar").
CN8: De 8-cijferige EU-aangifte-code (bijv. 61101130 = "Van wol of fijn haar, voor heren of jongens").
GRI (General Rules of Interpretation): Zes WCO-regels die uniform de wijze bepalen waarop goederen in de nomenclatuur worden ingedeeld. Alle Douanes wereldwijd passen ze in dezelfde volgorde toe.
BTI (Bindende Tariefinformatie): Een schriftelijke, juridisch bindende beslissing van een Douane in een EU-lidstaat over de indeling van een specifiek product. Geldig 3 jaar (Verordening 952/2013 Art. 33).
EBTI (European Binding Tariff Information): De EU-brede database van alle door lidstaten afgegeven BTI's, beheerd door DG TAXUD. Publiek raadpleegbaar. CLASS synchroniseert wekelijks.
Classification Regulation: EU-uitvoeringsverordening waarin de Commissie specifieke producten een CN-code toewijst. Bindend voor alle lidstaten. Gepubliceerd in het Publicatieblad van de EU (PB) met CELEX-nummer.
CJEU (Court of Justice of the European Union): Het Europees Hof van Justitie. Uitspraken over tariefindelingen zijn bindend voor alle Douanes.
CELEX: Unieke EU-documentcode (bijv. 32023R0123). Wordt gebruikt in URLs naar EUR-Lex om een specifiek document op te zoeken.
EUR-Lex: De officiële EU-publicatiedatabase. Bevat alle verordeningen, richtlijnen, arresten en beslissingen.
CCC (Customs Code Committee): Comité van experts uit lidstaten dat de Commissie adviseert over indelingsvraagstukken. Publicaties (conclusies) hebben interpretatieve waarde.
UCC / DWU: Union Customs Code (Verordening 952/2013) — het EU-Douanewetboek van de Unie. Kaderregelgeving voor alle Douaneprocedures.
UCC-DA: Delegated Act (Verordening 2015/2446) bij de UCC — nadere regels voor specifieke procedures.
EORI (Economic Operator Registration and Identification): Uniek EU-registratienummer voor bedrijven die Douaneformaliteiten doen. Verplicht voor alle importeurs/exporteurs. Formaat: landcode + tot 15 cijfers/tekens.
DDS (Douanegegevens en Statistieken): DG TAXUD's portaal voor Douane-referentiegegevens: TARIC, EBTI, QUOTA, ECICS, enz.
Aangever (declarant): De persoon of het bedrijf dat een Douaneaangifte doet en juridisch verantwoordelijk is voor de juistheid. Vereist een EORI-nummer.
Scope-note: De officiële EU-toelichting bij een CN-code: welke producten vallen wel/niet onder deze indeling.
Explanatory Note (CNEN): Combined Nomenclature Explanatory Notes — bindende toelichtingen die de Commissie publiceert.
Consensus (BTI): De mate waarin lidstaten dezelfde CN aan hetzelfde product toewijzen. Sterk = ≥ 4 lidstaten, matig = 2-3, zwak = 1.
ODWN (Open Dutch WordNet): Open-source Nederlands semantisch netwerk (VU Amsterdam) met synset-relaties en NL-definities.
Wiktionary / kaikki.org: Wiktionary is een open-source multilingual woordenboek. Kaikki.org publiceert de raw data in JSONL-formaat voor computationele toepassingen.
Compound-suffix: Techniek waarbij de suffix (rechterdeel) van een samengesteld woord opgezocht wordt in een corpus. Werkt in Nederlands (right-headed) meestal goed.
Chapter-conflict: Situatie waarbij de suffix-mapping van een compound-woord naar een ander EU-hoofdstuk wijst dan het prefix (via woordenboek-glosses).

CJEU: Court of Justice of the European Union. Tariff rulings binding for all customs.
CELEX / EUR-Lex: CELEX = unique EU document code. EUR-Lex = the official EU publication database.
UCC / DWU: Union Customs Code (Regulation 952/2013).
EORI: Unique EU registration number for economic operators doing customs formalities.
Declarant: Person or company filing a customs declaration, legally responsible for accuracy.
